Dr Damian Copeland is the Director of Article 36 Legal and Founder of the Responsible by Design Institute. He is a former ADF legal officer with over three decades of military experience. His professional roles and academic research focus on the responsible (lawful, ethical, and safe) use of AI in the military domain including target decision support and autonomous weapons.

Title: Operationalising a Responsible by Design approach to Military AI.

Abstract: The use of AI in the military raises unique legal, ethical and safety challenges. States and the international community have debated these challenges in forums including the UN Convention on Certain Conventional Weapons, the Responsible AI in the Military Summit and UN General Assembly Resolutions. However, while this high-level discussion continues at the diplomatic level, Defence industry is developing and introducing new military AI technologies in AWS and AI-DSS at pace. This presentation identifies some concrete steps that States and industry can take to operationalise the principles of responsible AI in the military.
